Open Question: can my ex wife get passports for our children and take them out of the country to live without my consent?

she is planning on going to germany to live with her husband , i haven tseen my kids in over 2 years cause she keeps moving and i can never find her. i just found out she plans to leave for germany in spetember. can she get passports for the kids and take them to germany without my permission. also she has all my info social security number everything can she use that stuff to fake my permisssion, or is it something i need to be present for for her to be able to do that i dont want my children leaving this country and i can not see them and still force to pay support....
