Open Question: I'm so confused as too what he feels about me now?

So I've been hooking up with this guy, and it felt like more than just hookups, Like we were having a thing but by the way we acted around eachother it felt like we were boyfriend and girlfriend. We were like this for a week at the end of june, and he went to germany for three weeks. We hung out the day before he left, and he said things like, ill spend every minute with you that i can. and we talked and stuff while he was gone and it was totally fine when he came back. we liked eahocther just as much and i went to his house one night and we were kissing and he said things ot me like "you make me soo happy" that was last wednesday. i saw him thursday for a little bit since he lifeguards at the pool near my house. we hung out again on friday, we went to the movies. everything seemed fine. then saturday he didnt text me all day and i sent him a text at like 8pm that he didnt respond to. on sunday i saw him lifeguarding again and talked ot him for a bit, he said he was sorry he dint respond to my text the night before, his phone was really low on battery. i left the pool and texted him for a bit but then he stopped texting me and didnt text the rest of the night. on monday i didnt text him at all and he didnt text me. tuesday i saw him at the pool cause i had to babysit my little cousins there and we said hi a few times but not much than that. and he got off at four but then didnt say bye to me when he knew he was still there. he texted me around 6 saying hey sorry i didnt talk to you today at the pool...and we texted the rest of the night. then yesterday (wednesday, exactly a week afrer i saw him for the first time since he got back) he didnt text me at all. its now 230pm thursday and he hasnt texted me yet either. do you think he is losing interest? should i text him something like "if your not interested anymore can you let me now instead of ignoring me like this?" but i dont wanna do that cause it sounds clingy. i think he should text me, the guy is supposed to be texting the girl first, everyone knows that haha:P hes 17 and im 15..but im going to be 16 in a week on august 4!...
